2. Getting Licenses

Non-Hygienic Establishment License and registration to Local Health Authority (production license/permit):

 

Every food and/or beverage producer which generates waste of any kind should obtain a “non-hygienic establishment license” from either the Ministry of Health or the Local Governorship or district Governorship according to the size and activity field of the establishment. Applications are evaluated by the relevant inspection board of the above-mentioned authorities.


In addition, these producers should be registered with the Local Health Authority (which is attached to the Ministry of Health) and obtain a production license/permit. Submission of the below-mentioned documents to the relevant authorities and their evaluation are required for registration. The documents required in order to obtain a Non-Hygienic Establishment License and production license/permit are as follows:

 

A- Non-Hygienic Establishment License

 

  • Application form
  • Plans/Construction license of the plant
  • Feasibility report (if any)
  • Workflow diagram and explanations
  • Environmental precautions and explanations
  • Other documents and permissions according to the type and size of the establishment

 

Opening licenses are prepared by The Ministry on condition that the relevant conditions laid down in the Regulation are fulfilled. In addition, in compliance with the legislation, other permissions may be obtained from the relevant authorities depending on the location, type of the establishments etc.


B- Production license/permit

 

  • Application form
  • Authorized person’s notarized contract and related diploma
  • Workflow diagram, raw material(s) to be used, machinery list
  • List of personnel and their qualifications
  • Field of activity and classification of the product(s)
  • Capacity report
  • Non-Hygienic Establishment License
  • Other documents according to the product(s) and type of production
