2. Getting Licenses

1. From the Ministry of Environment and Forestry: 

Emission License

The Emission License application file must contain the following documents:

 

  • Formal request
  • Newspaper ad (Advertisement published in at least one newspaper that is distributed in the area in which the facility is to be established and read by a broad nationwide public and in a local newspaper).
  • Emission license application form
  • ETKHKKY (Letter of Commitment for Compliance with the Regulation on Controlling Air Pollution Arising from Industrial Facilities)
  • Dispersal model
  • Environment plan--Regulatory development plan--Construction plan
  • Information on impacted/affected areas and examination areas
  • Detailed workflow chart and process description
  • Capacity report
  • Emission report
  • Equipment placement plan
  • Photographs of the facility
  • Meteorological data
  • Data on raw materials and supplementary substances to be used for production
  • Shipment information of raw materials and products
  • Amounts of products and by-products
  • Occupancy permit
  • Site selection and facility construction license
  • Technical report


2. From Other Ministries:

 

Due to the diversification of subsectors of the chemical industry (e.g. pharmaceuticals, dyes, cosmetics, fertilizers, petrochemicals, explosives), the required licenses and procedures for obtaining them may vary according to the needs of each subsector. The below-mentioned documents and the relevant authorized institutions are provided for general information. The Agency will provide assistance for further inquiries.

 

In general, permits are issued by the Ministry of Health for pharmaceuticals and cosmetics products; by the Ministry of Agriculture and Rural Affairs/the General Directorate of Protection and Control for pesticide production; by the Ministry of Energy and Natural Resources/ the General Directorate of Petroleum Affairs for solvents and petroleum products; by the Ministry of Agriculture and Rural Affairs for fertilizer production; by the Ministry of Labor and Social Security/the General Directorate of Workers Health and Safety for production of hazardous substances potentially affecting the health and safety of workers.
